  • Article 1 (Purpose) The purpose of this regulation is to prescribe detailed matters concerning the composition and operation of the Senate under the article 20 (2) of the Bylaws of Seoul National University.
  • Article 2 (Function) ① The Senate shall deliberate on the following
    1. Matters concerning medium-term and long-term plans for the management and development of the university;
    2. Matters concerning personnel to be recommended by the Senate on the basis of statutes, the Bylaws, and other regulations;
    3. Matters concerning the basic plans on education, research, and academic management;
    4. Matters concerning the establishment and abolition of colleges, graduate schools, departments, divisions, and important research institutes;
    5. Matters concerning revising the Bylaws that are related to education and research as well as to the welfare of the faculty/staff;
    6. Matters concerning the establishment, amendment and abolition of university rules, regulations concerning the Senate, and other important regulations on education and research;
    7. Important matters on the welfare of faculty/staff;
    8. Matters deemed important for the management of the university and requested to be deliberated by the President, the Chairperson of the Senate, or at least one-fourth of the Senators.
    ② The Senate shall deliberate on and pass resolutions on matters delegated by the Board of Directors on the basis of the article 14 (2) of the Bylaws.
  • Article 3 (Composition) ① The Senate shall be composed of members prescribed in each of the following paragraphs:
    1. forty-four faculty members elected by the faculty council of each College and Graduate School;
    2. two faculty/staff members appointed by the Chairperson that deems necessary for the development of the university; [Amended on April 9, 2014.]
    3. four representatives elected among staff members; [Amended on April. 9, 2014.]
    ② A Senator shall be elected no later than thirty days before the termination of preceding Senator‘s term of office, and, in principle, the method of election for a Senator shall be the secret ballot.
    ③ The number of the Senators for each college and graduate school shall be determined by the resolution passed in the plenary session of the Senate.
    ④ The Senators designated by the Chairperson shall be approved by the resolution in the plenary session of the Senate.
    ⑤ The following personnel shall not be a Senator: the President of the University; members of the Board of Directors; Vice Presidents of the university; Deans and Vice Deans of Colleges Graduate Schools; Dean and Vice Dean of the College of Liberal Studies; Chief Librarian of the Seoul National University Library; Dean and Vice Dean of the faculty of Liberal education; all the Heads and Directors of the University Administration; all the Deputy Directors of the University Administration; Editor-in-chief of the Seoul National University News; Vice Chairperson of the Board of Directors of Seoul National University Foundation; Executive Director of the Seoul National University Foundation; President and Vice president of the Seoul National University Hospital; Presidents of Affiliated hospitals; President and Vice President of Seoul National University Dental Hospital.   • Article 4 (Term of office) ① A Senator’s term of office is two years, and he/she may be reelected.
    ② The term of office of a Senator elected to fill up a vacancy due to his/her predecessor’s resignation or other reasons shall be the remaining period of the predecessor.
    ③ When a Senator’s term of office expires before a successor is elected or appointed, it shall be deemed extended until the successor is elected or appointed.
  • Article 5 (Chairperson and Vice Chairperson) ① The Senate shall have one Chairperson and one Vice Chairperson.
    ② The Chairperson and the Vice Chairperson shall be elected from among the Senators, but their term is two years from the date when they are elected notwithstanding article 4. The term of the successor who succeed before the expiration of the term of office of the Chairperson or Vice Chairperson shall be the remaining period of the predecessor.
    ③ The Chairperson shall represent the Senate, preside over the Senate meetings, and the Vice Chairperson shall assist the Chairperson and be an acting Chairperson provided that the Chairperson cannot perform his/her duties due to any extenuating circumstances.
    ④ Provided that neither of the Chairperson and the Vice Chairperson can perform his/her duties due to any extenuating circumstances, an acting Chairperson shall be elected immediately.
  • Article 6 (Rights and duties of the member, etc.) ① A Senator shall have rights and duties to attend the Senate as well as standing committees and advance his/her opinion.
    ② A Senator shall belong to at least one standing committee and act as a member thereof.
    ③ A Senator may propose to the Chairperson agenda items for matters concerning the general policies of the university, and for matters on which it is necessary for the members of the university to reach consensus.
    ④ When there is a proposal pursuant to the paragraph above, the Chairperson may pass it to the Senate meeting as an agenda item or conduct a necessary investigation. [Newly Inserted in June. 12, 2013.]
  • Article 7 (Acting Chairperson or Vice Chairperson) The eldest Senator shall be the acting Chairperson in the following cases:
    ① when the Chairperson and the Vice Chairperson is to be elected at the first meeting after the term of the former Chairperson and Vice Chairperson is expired;
    ② when there is a special election due to the vacancy of both the Chairperson and the Vice Chairperson;
    ③ when an acting Chairperson is elected.
  • Article 8 (Session) ① The regular session of the Senate shall be convened twice every semester, and extraordinary sessions of the Senate shall be convened upon the request of the President, the Chairperson or at least one fourth of the total members.
    ② Major administrators including Vice Presidents of the university, Deans, Heads and Directors of the university administration may attend the Senate and advance their opinions. The Senate may request the above administrators to attend the Senate and hear the current situations of the university management as well as their opinions thereof.
    ③ The Senate meeting shall open provided that more than the half of the current members are present, and pass resolution by the majority vote of the attendees.
    ④ A member of the Senate shall not delegate his/her voting rights.
    ⑤ The Senate may have one undergraduate student representative and one graduate student representative as observers.
  • Article 9 (Adopt a proposition) The Senate may adopt propositions concerning resolutions of the President and the Board of Directors, and ask answers thereof.
  • Article 10 (Steering Committee, etc.) ① The Senate has one steering committee and standing committees for the efficient operation of the Senate.
    ② The Chairperson and the Vice Chairperson shall be ex officio members of the steering committee, and the other members of the standing committee shall be appointed in the plenary session of the Senate.
    ③ The Senate may establish special committees for informed deliberations.
    ④ The standing committee and the special committee may have a few non-Senator experts as its members.
  • Article 11 (Secretariat) The secretariat shall be established to support the Senate.[Amended in June. 12, 2013.]
  • Article 12 (Minutes, etc.) The minutes shall be taken to record the results of the meeting, and they shall be signed by the Chairperson and by at least two Senators.
  • Article 13 (Managerial rules) The Senate may make additional rules concerning detailed matters necessary to implement this regulation.

  • Article 1 (Enforcement date) This regulation shall enter into force on the date of its promulgation.
  • Article 2 (Abolition of another regulation)The previous operation regulation of the Seoul National University Senate shall be abolished at the time of enforcement of this regulation.
